Government employment

I am a public defender in the state of Ohio however because many counties in Ohio are broke they have devised a scheme to hire private attorneys to independently contract as Public Defenders for indigent Ohioans.  That is what I do for a living I agree to take reduced wages in exchange for the State of Ohio appointing me to represent indigent persons as a portion of my private practice.  Well this sounds good and altruistic and largely it is but then the hammer of reality came smashing down on my good intentions.  The other day I was informed that the cap on a certain kind of case was $200 dollars which is approximately what most lawyers charge for one hour of work.  Basically no matter how hard I worked I would only be compensated $200 for representing my indigent client the problem was I had spent two years and thousands of dollars worth of billable hours to finally resolve this client's case.  Oh well that is too bad you get $200 for your troubles pursuant to an Ohio Law passed 11 years ago in 1999!  Let me guess has the cost of living in Ohio gone up or down in the past 11 years!  Bottom lines politicians and government bodies screw anyone they can to save a buck so they can hand it out to the people who do not work for a living aka politicians.  I though the 13th Amendment abolished involuntary servitude apparently I was sadly mistaken.
